Onboarding approvals
Incoming onboarding requests (federation, venue, brasserie, chain). Review and approve (provisions the tenant), reject with a reason, or request changes. On approval the tenant is created and a link to it appears on the case.

Approve is disabled once the case is no longer actionable. A replayed approve is a visible no-op, never a crash. Already provisioned → soft conflict.

Everything here is a suggestion the tenant reviews and can change — marked “Set up for you” on their side. Written to onboarding_state, fully audited.
On approve: tenant is provisioned, these are seeded, and the magic link opens their guided setup already tailored.
Assist an in-progress tenantOpen their guided setup with consent to co-fill a step (e.g. sanction matrix) — every change is attributed to you in their audit log.
The reason is sent to the contact person — keep it plain and courteous.
Empty reason → "Please provide a reason." (a reason is required).
Decisions & states
After approval
Status → Approved, the tenant is provisioned and the case gets a link. A magic link is sent to the admin.
After rejection
Status → Rejected. The reason is mirrored on the row. The prospect sees plain-language text on their status link.
After changes requested
Status → Changes requested. The prospect completes the request via their status link; the case returns to the inbox.
Approve error (soft)
A replayed approve on an already provisioned case shows a soft notice, never a crash.

Checklist auto-completes when all steps pass; blocking reasons are tracked per step. The onboarding status dashboard lists every active/completed tenant with days-open, current step and assignee.
